It is used when the developer did not test if the page or site displays
correctly in Internet Explorer ©.

There are a lot of reasons why a developer would not test a page or a site in Internet Explorer ©
- He does not own a computer with Windows © in it
- He owns a computer with Windows © but it is more than 2 steps away from him
- He just does not care about Internet Explorer ©
